What is the House as a System concept?
A house operates as a multi-component system, where insulation, heating and cooling, windows, doors, ventilation, exterior walls, foundation, and siding all interact. Energy retrofits to one component can impact others in unintended ways. Before starting home energy improvements, seek advice to ensure investments meet expectations without causing new issues. Adopting a house-as-a-system approach allows for a long-term energy improvement plan, guiding the recommended order of retrofits.
For instance, air sealing or installing new windows reduces air leakage, enhancing comfort and protecting from moisture damage. However, this also traps humidity inside, potentially causing window condensation, mold growth, and moisture damage. Enhanced mechanical ventilation may then be required to maintain balance. In essence, changes to one part of the house can affect the entire system.

CleanBC Rebates
- Energy Conservation Assistance Program – Up to $14,000 (income-based) for heat pumps, insulation, and more.
- Energy Savings Program – Up to $44,900 (income-based). Includes:
- Heat pumps (up to $14,000 depending on system)
- Heat pump water heaters (up to $3,500)
- Electrical upgrades ($1,500)
- Windows, doors & insulation (up to $5,500 for eligible households)
FortisBC Rebates
- Heat pumps – Up to $5,000 (standard), up to $12,000 (income-based full home heating).
- Water heaters – Up to $3,500.
- Windows & doors – Up to $2,000 standard or $9,500 (income-based).
- New home program – Up to $20,000 for Step Code 4–5 projects.
BC Hydro Rebates
- Insulation – Up to $6,500 (attic, walls, basement, crawlspace).
- Electrical upgrades – Up to $500.
- Solar panels & battery storage – Up to $5,000 each.
- Ductless mini-split heat pumps (condos/apartments) – Up to $1,000.
Federal & Provincial Tax Credits
- Home Renovation Tax Credit (seniors & disabilities) – Up to $1,000/year.
- Multigenerational Home Renovation Tax Credit – Up to $7,500 for creating a secondary suite.
- BC RAHA Program – Up to $20,000 for accessibility modifications.
